I don't know why he would bother. We already know why. It's caused by government's putting ther sticky fingers where they don't belong. Chasing the main source of the economy "industry" out of the country or breaking them.
Canada already has policy institutes (e.g. Fraser Institute, C.D. Howe Institute), the mandates of which are similar enough to that of this new Council, that they ought to address the kinds of questions posited by the Council.
