Amid calls to shrink government, Prime Minister Mark Carney announced a $25-billion sovereign wealth fund, called the “Canada Strong Fund,” one day before the Liberals’ spring economic update.

Conservatives have criticized the initiative as a “debt fund,” questioning how Ottawa can sustain it while running persistent deficits.

Carney made the announcement via a YouTube video on Monday, saying the fund “will grow through asset recycling and reinvestment, creating even greater opportunities for future generations.”

Ottawa will take surplus government reserves and invest them in financial assets such as stocks and bonds, which will be “professionally managed and operate as an arm’s length independent Crown corporation” and “will be accessible to everyone.”

Finance Minister François-Philippe Champagne said the Canada Strong Fund will “invest in key, strategic Canadian projects and companies” and that “Canadians themselves will have the opportunity to invest in the Fund, giving them a direct stake in our country’s growth and the ability to share in its success.”

A dedicated Canada Strong Fund transition office will be created to advance a targeted engagement with market participants and regulators, and finalise details of the Fund’s governance.

“The Government will launch a retail investment product allowing individual Canadian investors to participate in Canada’s growth and benefit from its financial returns. Over time, and depending on need, the government will also consider other sources of capital for the Fund, such as unlocking the full value of federal assets,” reads a release from the Prime Minister’s Office.

During a press conference in Ottawa, the prime minister was asked why a new agency was required when there are already existing entities such as the Canada Infrastructure Bank, Export Development Canada, the Canada Growth Fund, the Business Development Bank of Canada and others.

According to Carney, the difference is that the new fund “comes in on a commercial basis” and will get returns alongside the private sector.

When asked about “transparency” regarding who would manage the fund, Carney said it will be “independent” and “report to Parliament.”

Meanwhile, Conservative Leader Pierre Poilievre penned an open letter to Carney on Sunday, calling out his promise that his government would “spend less.”

He urged Carney to “cap the deficit for this year at the level Justin Trudeau announced in his last fiscal update: $31 billion” and “present a plan to return to a balanced budget in the medium term.”

“You promised to shrink the bureaucracy, but in your first 11 months as Prime Minister, it grew by 7.4 per cent. Consultant spending is up too, and far from spending less, the overall cost of day-to-day operating spending is up 9.1 per cent in under a year,” reads the letter.

“The consequence is that your government’s interest payments on the national debt are now higher than what you spend on health care transfers or National Defence, and more than you collect in GST. Every penny people pay in federal sales tax now goes to bankers and bondholders, not to doctors and nurses.”

Conservative MP Michelle Rempel Garner also criticized the announcement, calling it a “debt fund” instead of a “wealth fund”.

”True sovereign wealth funds like Norway’s are built from surpluses. Canada is running massive deficits,” she wrote in a post to X on Monday. “This is akin to a man who’s in debt borrowing hundreds of thousands to buy stocks.”

Employment and Social Development Canada require public servants to apply a “Black-Centric Lens” across all their work, according to mandatory training leaked to Juno News.

The self-paced course tells employees that “formal equality” — treating people the same — can itself be discriminatory. True fairness, it says, means “substantive equality” or equal outcomes produced by privileging people based on their race.

The training links today’s gaps in employment, education, housing and income directly to Canada’s history of slavery and colonialism. It asserts that systemic anti-Black racism and unconscious bias continue to block Black Canadians from equal opportunity.

Matthew Lau, senior fellow at the Aristotle Foundation for Public Policy, examined the claims.

“No examples of any policies that are biased against Black students are presented,” he said, responding to the course’s statement that “Policies in schools even in the 2000s continue to reflect biases and disproportionally impact Black students” and that “anti-Black racism is present in the entire continuum of education.”

Lau says the course assumes that statistical disparities are proof of systemic racism. He calls this a logical error.

“We cannot infer from differences in outcomes, whether in educational attainment, income, or anything else, that there is discrimination,” Lau said. “If we did, we would have to conclude Canadian society has been biased against men for more than a century” because women live longer.

He notes that Canadian-born workers of Japanese, Korean, South Asian and Chinese backgrounds earn more on average than the White population. “That would suggest the system is biased in favour of those groups.”

Lau rejects the training’s attempt to tie current outcomes to slavery, abolished in Canada in 1834.

“Trying to link slavery, which was abolished in 1834, to outcomes today is a huge stretch,” he said. Chinese-Canadians faced a head tax from 1885 to 1923 and Japanese-Canadians were interned and dispossessed during the Second World War, more recent and larger-scale injustices, yet both groups now outperform the national average in education and earnings.

Stephen Reich, a University of Toronto OISE PhD student who has researched the spread of critical race theory in Ontario’s education system, reviewed the training.

“The whole document is based on Critical Race Theory,” Reich said. “It’s ideological and relies on narratives.”

He shared concerns that it relies on “substantive equality” for its formal recommendations.

These include hiring managers who “value the lived experiences of diverse employees,” prioritizing Black leaders, seeking employees with “subject matter expertise in Black Canadian Sociology,” providing tailored coaching for Black employees, mandating more anti-racism and trauma-informed training, collecting disaggregated data by intersecting identities, and crafting targeted outreach to Black communities.

But Black Canadians make up 4.3 per cent of the population, the majority of whom have immigrated to Canada since the 1970s.

Reich observes that many of the “systemic barriers” listed in the course, like lack of trust in government institutions, opaque funding processes, and difficult application software, are not unique to any group.

“They have no racial component,” he said.

For Reich, there are some unanswered contradictions in the training data. Second-generation Black women have exceptionally high educational attainment, according to him, and over half hold a bachelor’s degree or higher. That amounts to 16 percentage points above non-racialized second-generation women and 25 points above third-generation-plus women. Yet these women still face employment gaps.

“If there’s prevalent anti-Black racism in Canada, why do African-origin second-generation women have particularly high levels of education … but lower employment?” Reich asked. “That is never answered.”

The federal government is directing millions of dollars exclusively to programs for Black Canadians and Black-led organizations, mostly under Canada’s Anti-Racism Strategy and the UN International Decade for People of African Descent.

For example, the 2024 Fall Economic Statement committed $36 million for 2025–26 to the Supporting Black Canadian Communities Initiative to build capacity for Black-led non-profits.

The feds also renewed the Black Entrepreneurship Program with $189 million over five years to provide loans, mentorship, and ecosystem support.

Due to the “lingering effects of colonialism and slavery,” the government allocated $77.9 million over two years starting in 2025–26 for Canada’s Black Justice Strategy, including $23.6 million to the Department of Justice for Black-specific court services, youth diversion programs, and victim supports.

Additional targeted grants, such as the $8.6 million announced in April 2026 for justice navigation and community programming, continue to flow through these streams.

Taken together, this race-restricted funding amounts to over $50 million per year in dedicated federal spending.

A previous set of Diversity Equity and Inclusion training materials obtained by Juno News share some insight into the mind of the training developers.

In a transcript from the fifth session of the Government of Canada Equity, Diversity, and Inclusion Conference in 2022, the trainers from the ESDC introduced the “Black centric lens.”

Tina Walter who “grew up in Jamaica” before immigrating to Canada do her “Masters thesis.” She said she learned “the history of enslavement system in Jamaica” in high school in her home country.

She said the training was “in part driven by the murder of Mr. George Floyd, the Black Lives Matter movement in Canada. “Discomfort is required in order to make meaningful change,” she said.

The other driver, she said was “White nationalism, or far right extremism” which she believes was a influenced by Trump and social media. “The belief that cancel culture is a planned strategy is being adopted and espoused by some Canadians,” she said.

Walter said the training was signed off by MP Ahmed Hussen, the minister who launched the Canadian Anti-Hate Network’s education toolkit in 2022, praising them as “an organization that I respect very much.”

Aissatou Keita, who “worked very closely with Tina,” described his background as “African from West Africa” who arrived in Canada with his parents.

Keita said that “Black populations are not homogeneous; they are heterogeneous,” and that his analysis draws on both quantitative and qualitative data examining “different socio-economic disparities and the racism experienced by these different Black populations.”

The transcript was stamped as current as of January 14, 2026.

While ESDC’s media team told Juno News they would provide a comment about the training, no comment was received.

A Federal Court judge has granted a last-minute stay of deportation for former truck driver and Humboldt Broncos killer, Jaskirat Singh Sidhu, temporarily preventing his removal from Canada just days before he was scheduled to be sent to India on Monday morning.

The emergency order by Justice Jocelyne Gagné pauses Sidhu’s deportation while the court reviews an ongoing legal challenge to the Canada Border Services Agency, which had previously refused to delay Sidhu’s removal as he tries to remain in Canada on humanitarian and compassionate grounds.

Keann Bexte’s The Counter Signal is hosting a petition to have Jaskirat Singh Sidhu deported from Canada immediately in a bid to bring justice to the family and friends of those killed in the crash.

Counsel representing the Minister of Public Safety, Alexander Menticoglou, opposed the stay, arguing that Canada’s interest in removing a criminally inadmissible individual outweighs Sidhu’s personal circumstances. Government lawyers pointed to the gravity of the 2018 tragedy that brought the case to national attention.

“The applicant is a convicted criminal and he’s responsible for the deaths of 16 Canadians,” Menticoglou said, according to CBC News.

“This ranks along the worst tragedies in Canada’s history, and we don’t have to assess the applicant’s moral blameworthiness for that crime.”

Lawyers representing Sidhu claimed he was “quite likely to commit suicide” upon being deported to India.

Sidhu was behind the wheel of a semi-truck that failed to stop at a rural intersection in Saskatchewan, colliding with a bus carrying the Humboldt Broncos. The crash killed 16 people and injured 13 others, devastating communities across the country.

After pleading guilty to dangerous driving causing death and bodily harm, Sidhu was sentenced to eight years in prison. He was granted full parole in 2023, but his permanent residency status was later revoked due to his criminal conviction, making him subject to deportation.

The Federal Court’s decision does not resolve the case but instead delays Sidhu’s removal until judges can determine whether the CBSA acted reasonably in denying his request for a deferral.

A timeline for that decision has not yet been announced.

The University of Lethbridge Faculty Association says Dr. Frances Widdowson, an academic and outspoken critic of the narrative that 215 children’s bodies were found at the former Kamloops Indian Residential School, has been pre-emptively banned over an alleged “health and safety risk” her presence poses to students and staff.

Widdowson shared the university notice, which was titled “Individual on Campus Alert,” wording that her supporters say suggests a legitimate threat to campus security.

“Whoa Daddy!” Widdowson said on X. “The lunatics are running the asylum at the University of Lethbridge.”

The notice states that Widdowson is an individual with a “past history of causing disruptions on campus,” and was set to attend their university.

“Based upon reasonable expectations from experience and member safety concerns, ULFA considers the presence of this individual to be a clear health and safety risk to this workplace and an inappropriate disruption to our academic work,” the university’s faculty association said in the notice. “Information we have received from the Employer is that Francis Widdowson will be issued a trespass notice if she enters the campus.”

Widdowson has been deemed “disruptive” for sharing opinions and her own research about “Indian residential schools” that some students and activists find intolerable.

In a post on X, Widdowson claimed she would still attend, and she intends to ask attendees at the event their thoughts on the claim that bodies were found at the Kamloops school, and to argue that the residential schools were not genocidal.

Despite the censorship, the University’s faculty association claimed it “affirms the importance of academic freedom and open inquiry.”

“At the same time, Members also have rights under the Collective Agreement and applicable legislation, including the Alberta Occupational Health and Safety Act, to work in an environment free from harassment, discrimination, and other threats to health and safety,” she said.

The faculty then “encouraged” members to file a “health and safety report” or to contact the Dean if anyone “finds her presence to be harmful or disruptive,” offering individuals assistance in “this process.”

“Please note that Francis Widdowson has and may file a freedom of information request and could publish any emails naming her between senior administration and any member of the community,” the notice reads.

Josh Dehaas, the interim Litigation Director of the Canadian Constitution Foundation blasted the decision from the university on X.

“To suggest that a former professor expressing views you don’t share is a health and safety risk is absurd,” he said. “Faculty associations are supposed to defend academic freedom, not encourage censorship.”

During a live post on X on Friday, Widdowson claimed she would still attend, and she intends to ask attendees at the event their thoughts on the claim that bodies were found at the Kamloops school, and to argue that the residential schools were not genocidal.

“It seems to be a bit absurd, and again, is indicative of how the University of Lethbridge is really not an academic institution. It actually seems to be somewhat of an insane asylum anyway,” she said.

Mocking the notice, she stated, “Alert! Facts are going to be discussed at the University of Lethbridge. We can’t have that happen because that would mean that the neo-tribal elites are going ot be very upset!”

A new study found Canada lost more than $2.1 billion in tax revenue to illicit tobacco sales in 2025, and that 38.3 per cent of the estimated 17.9 billion cigarettes consumed that year came from the black market.

Danny Fournier, a 25-year veteran of the RCMP and now senior manager of illicit trade prevention for Rothmans, Benson & Hedges Canada, spoke with Juno News about the data and the implications of a growing illicit market for public safety and health.

The report released last week by KPMG LLP, a large professional services firm, was commissioned by Philip Morris, one of the world’s largest cigarette manufacturers. The study examined tobacco markets in 10 South American countries and Canada.

“It first and foremost highlights the implication of organized crime in the trafficking of contraband tobacco. The entire market is controlled by organized crime,” Fournier told Juno News in an interview on Wednesday. “From a public safety perspective, that’s probably the most concerning key takeaway.”

As general cigarette consumption dropped in Canada by 12 per cent from 2024 to 2025, in Canada according to the report, the percentage of contraband tobacco as a share of the market rose by 1.25 per cent.

“There’s a huge price tag to it. So the evaded tax losses are roughly $2 billion per year. So that is huge,” Fournier said.

That’s revenue that could have gone towards paying off just a portion of the $55.6 billion that the Canadian Taxpayers Federation says Canada spends on federal debt interest, according to the Canadian Taxpayers Federation. Fournier noted the lost revenue could also be used for public services.

Fournier said the study’s findings are “in line” with previous reports on the market.

“The numbers may vary a little, but the overall figure of $2 billion of evaded taxes every year still stands,” he said.

When asked for recommendations on how to decrease the portion of the cigarette market controlled by organized crime and contraband at large, Fournier said there are things both consumers and Canadian governments can do to tackle the issue.

He said there are three major segments Canada and Canadians must address to reduce demand in the contraband tobacco market: educating consumers about the risks to public health and safety, improving enforcement both online and in the streets, and the last would be taxation, which drives consumers to buy untaxed cigarettes.

Fournier also noted gaps in interprovincial and federal cooperation enforcement on the tobacco black market.

“There is little to no court national coordination when it comes to contraband cigarettes. A simple example of that would be duty to report,” he said. “Any law enforcement agencies that make a seizure of contraband cigarettes should add the duty to report. It’s a simple process, but that process allows a central function, for example, the federal government or the RCMP, to see trends per region, to dedicate resources per region per phenomenon, to see new trends coming.”

He said Canadian law enforcement would benefit from a centralized hub to address the issue as the contraband tobacco trade isn’t just a one-province or region issue; it often involves the purchase of contraband tobacco in one province and the product being shipped to others.

“We do not want to be, you know, pointing the finger or targeting policies and regulations to the end consumer, but the end consumer needs to be aware that when you purchase contraband cigarettes, you’re funding organized crime,” Fournier said. “It still highlights a huge issue from a public safety perspective and from a tax evasion perspective.”

A leading national disability organization is calling on Parliament to repeal so-called “Track 2” assisted suicide, as a special joint parliamentary committee continued hearings Tuesday evening on whether to expand eligibility to Canadians suffering solely from mental illness.

Krista Carr, CEO of Inclusion Canada, told MPs and senators that lawmakers must roll back provisions that allow access to assisted suicide for individuals who are not nearing the end of life.

Krista Carr told the committee that Inclusion Canada receives weekly calls from individuals with disabilities who are unable to access basic supports or who report being offered assisted suicide instead of routine medical care.

She recounted cases ranging from treatable injuries to manageable illnesses, emphasizing that those reaching out were seeking help and not death.

“From a bruised hip… to accessing treatment for pneumonia… none… wanted to die,” Karr told MPs.

Track 2 assisted suicide, introduced following legislative changes in 2021, applies to individuals whose natural death is not reasonably foreseeable. Between 2021 and 2024, 2,050 Canadians died under this stream.

Carr argued that Canada’s assisted suicide framework is effectively “steering” people with disabilities toward death rather than providing adequate supports.

She said Track 2 disproportionately applies to non-dying individuals with disabilities, raising serious constitutional concerns. Carr described the policy as “discrimination, contrary to Section 15 of the Charter,” which guarantees equality rights under Canadian law.

Advocates say the policy disproportionately affects vulnerable populations, including persons with disabilities, women, Indigenous people, and those living in poverty or isolation. Inclusion Canada maintains that the framework is inherently discriminatory, as it applies exclusively to individuals with disabilities who are not at the end of life.

Psychiatrist Dr. John Maher also cautioned that expanding assisted suicide to include mental illness risks normalizing suicide more broadly, pointing to what is known as the “Werther effect,” where exposure can increase suicidal behaviour.

Maher also raised concerns about how eligibility criteria are being applied in practice, stating that assisted suicide has in some cases been approved for patients with severe mental illness based on relatively minor physical conditions. He cited an example involving a patient with schizophrenia who qualified after suffering a broken ankle, arguing that some approvals appear to fall outside the legal framework and are, in his view, “frankly illegal.”

Inclusion Canada is also involved in an ongoing constitutional challenge before the Ontario Superior Court of Justice, seeking to strike down Track 2 provisions. At the same time, it is pressing Parliament to act legislatively to restore assisted suicide law to what it describes as its original intent, limited to those whose deaths are imminent and reasonably foreseeable, as outlined when the law was first enacted in 2016.

The debate comes amid mounting international scrutiny. The United Nations Committee on the Rights of Persons with Disabilities has called on Canada to repeal Track 2 assisted suicide entirely, including the planned expansion to individuals whose sole underlying condition is a mental illness. The committee has also urged Canada to reject proposals to extend access to mature minors and through advance requests.

Tuesday’s hearing features a range of expert witnesses, including psychiatrists, legal scholars, and policy experts. The witness list also included Dr. Christopher Lyon. The committee also heard from legal academics, including professors from the University of New Brunswick, the University of British Columbia, and the University of Ottawa.

The Special Joint Committee, composed of 10 MPs and five senators, is expected to conclude its hearings by the end of April, with recommendations that could shape the next phase of Canada’s assisted suicide regime.

Elections Alberta has requested that the judge presiding over its hearing with the Alberta Prosperity Project adjourn without setting a future court date while it seeks an injunction.

The injunction would force the APP to disclose records related to their finances, including its expenses and donors, in response to allegations that it breached third-party advertising laws.

Elections Alberta claims exceeded the province’s $1,000 limit for public messaging by non-registered groups. The government agency first filed for an injunction application last month.

The APP is governed by the Alberta Prosperity Society, which registered as a non-profit in 2022, receiving more than $1 million in donations in 2022 and $103,000 in donations in 2023.

Elections Alberta first launched an investigation into the APP after CEO Mitch Sylvestre and the group’s legal counsel, Jeff Rath met with the U.S. State Department last year.

Both men have maintained that while their message has been communicated with Washington, they aren’t engaging in diplomacy on behalf of Alberta, nor do they receive any funding from U.S interests.

B.C. Premier David Eby called the meetings tantamount to “treason.”

“Now I understand the desire to hold a referendum to talk about the issues you want to talk about in Canada, we got free speech that’s important, but to go to a foreign country and to ask for assistance in breaking up Canada, there’s an old-fashioned word for that, and that word is treason,” Eby told reporters in January.

Rath and Sylvestre are also involved with Stay Free Alberta, the group responsible for collecting the nearly 178,000 signatures required to force an independence referendum.

Earlier this month, the Sturgeon Lake Cree Nation sought an emergency injunction with the Court of King’s Bench to halt the campaign, claiming the push for separation is allegedly an “unconstitutional” threat to Treaty rights. Lawyer Orlagh O’Kelley will represent the nation.

The legal challenge focuses on whether the courts can stop a petition, a tool used by citizens to express their democratic will to their government, before a vote even happens.

However, if this challenge should fail, the province will go ahead with holding a referendum on independence in October.

Elections Alberta’s director of compliance and enforcement Ryan Tebb wrote in an affidavit that there was evidence suggesting the APP exceeded legal limits regarding an advertisement on an unhitched trailer on the side of the road outside Edmonton that reads “Say Yes to an independent Alberta.”

Hi-Way Ads, the company supplying the trailer, charges roughly $700 per month for ad space, with the APP ad surpassing a month.

In February, the group was asked to present records of its online contributions and webpage donations from Jan. 2 to Jan. 31 as well as receipts for advertising about an Alberta independence referendum.

However, the APP failed to meet the Feb. 17 deadline.

According to Rath, the APP shouldn’t be required to register as a third-party advertiser because the group is “a loose affiliation of individuals,” adding that it’s “not a legal entity.”

Election Commissioner Paula Hale does not agree with Rath’s arguments.

“At best, your response to date has been misinformed; at worst, it has been obstructive,” wrote Hale in a March letter to Rath.

Hale then extended the deadline for the APP’s financial records to March 12 but the group did not comply.

The federal government celebrated what it called record recruitment in the Canadian Armed Forces, but parliamentary testimony paints a more complicated picture of lower standards, including recruits who lack basic English and French language abilities.

At a meeting of the Standing Committee on Public Accounts on Monday, senior officials from the Department of National Defence and the Canadian Armed Forces were questioned alongside the Office of the Auditor General about recruitment flows, training capacity and attrition rates that continue to sit stubbornly high despite higher enrolment numbers.

The department confirmed that 7,310 recruits joined the Regular Force in fiscal 2025–26, surpassing a target of 6,957 and marking what it described as the strongest intake in more than three decades.

A new target of 8,200 has now been set for the coming year, alongside plans to roll out a Digital Onboarding System intended to streamline early-stage recruitment and preparation.

But behind the headline figures, MPs raised concerns about how many recruits actually make it through the system and what is happening to those who do not.

Conservative MP James Bezan pointed to data showing that of roughly 44,000 applicants, only about 7,300 ultimately reached basic training.

Department officials acknowledged that first-year attrition sits at roughly 16 per cent and said further analysis is needed to understand why so many candidates are dropping out or failing to progress.

At Canadian Forces Base Saint-Jean, one of the military’s main training hubs, MPs also raised concerns about the growing complexity of basic training intake. Bezan said some permanent resident recruits are reportedly withdrawing or failing basic training, including due to language barriers, adding pressure on instructors and infrastructure already operating near capacity.

The Canadian Armed Forces has implemented several changes, including relaxing dress codes and allowing more waivers to aptitude tests, while also making the fitness evaluation universal instead of gearing standards towards age and gender. Additionally, the military opened recruitment to permanent residents as of 2022.

The Department of National Defence has not publicly broken down attrition by immigration status, but officials acknowledged that language readiness and adaptation challenges can affect completion rates in initial training environments.

Canada’s energy sector is losing faith that a new oil pipeline will receive fast-tracked federal approval anytime soon, despite Prime Minister Mark Carney’s assurance.

A new report from ATB Cormark Capital Markets found that fewer industry players now believe a pipeline project will be added to the federal government’s list of nationally significant developments eligible for a streamlined review.

The survey, conducted between March 18 and April 1, gathered responses from executives at 24 energy services firms, 22 oil and gas producers and 17 institutional investors.

In the latest results, 46 per cent of respondents said they believe it is likely or very likely that a new pipeline will be designated as being in the national interest. That marks a decline from 52 per cent who expressed that view in a similar survey conducted in late summer last year.

The findings point to growing skepticism within the sector, with some respondents voicing frustration over the pace of federal action on major energy infrastructure.

Several industry participants said they want clearer direction and quicker approvals from Ottawa, with some calling for less discussion and more tangible progress on project development.

At the same time, sentiment toward the federal government’s broader approach to energy development appears to be improving modestly.

The survey found 48 per cent of respondents believe the Liberal government will actively support expanding the sector, up from 37 per cent in the previous poll conducted in fall 2025.

The shifting views come after a memorandum of understanding between the federal government and Alberta aimed at advancing energy projects was signed, including a potential West Coast oil pipeline.

The proposed project could carry up to one million barrels of oil per day to the coast for export to Asian markets, a move that would reduce Canada’s reliance on the United States.

Alberta is expected to submit a formal proposal to Ottawa this year, with the intention that a private-sector company would ultimately lead construction and operation.

However, the pipeline plan is tied to broader conditions, including the development of a large-scale carbon capture initiative known as Pathways, as well as an increase in industrial carbon pricing to support the project’s economics.

Key elements of those agreements are unsettled as of the survey’s completion, with deadlines for funding arrangements and carbon pricing changes having passed without final decisions.

The results suggest that while optimism around federal support for the energy sector may be rising slightly, doubts remain about whether major pipeline projects will move ahead in the near term.

Activists from anti-smoking and tobacco organizations, along with a doctor from the University of Ottawa, are urging federal Health Minister Marjorie Michel to ban flavoured vaping products, despite recent Health Canada reports suggesting that more than 20 per cent of people who quit smoking in 2024 used vapes.

At a joint press conference in Ottawa on Friday, anti-smoking advocates said “sweet and fruity” vaping products are encouraging youth to smoke, even though minors are already prohibited from purchasing them from convenience stores.

Flory Doucas, co-director and spokesperson for the Quebec Coalition for Tobacco Control, said youth vaping rates are “still much higher now than they were before e-cigarettes were legalized in Canada in 2018.”

A Health Canada study released in January found youth vaping among those aged 12 to 17 has dropped 60 per cent since its peak in 2019. The study also reported that 21 per cent of the 300,000 Canadians who quit smoking in 2024 used vaping products and e-cigarettes to do so.

During the press conference, Doucas said a separate Health Canada report found that 43 per cent of vape shops across Canada violated one or “several” federal rules on vaping products. She also pointed to widespread non-compliance among sellers already banned from offering flavoured products, including in Quebec.

She argued that, despite the violations, jurisdictions with flavour bans have seen vaping decline without a corresponding rise in tobacco use, which she said supports a nationwide ban on flavoured vaping products.

Quebec introduced a full ban on flavoured tobacco products in 2023. Health Canada, however, has reported that youth smoking has been declining since the early 2000s, while youth vaping has fallen steadily since its 2019 peak.

Dr Hassan Mir, a cardiologist at the University of Ottawa Heart Institute, stated there was a “rise of e-cigarette use among youth” and that a key driver of this was flavoured e-cigarette products.

“Flavours like candy, fruits, chocolate, desserts, et cetera, et cetera, which are not designed for adults who smoke and want to quit and want to achieve long-term cessation, but rather, they’re designed to attract new users,” he said. “ And the unfortunate aspect of this whole thing is that they’re working.”

He said nicotine was not “benign” because of its highly addictive nature, adding that vaping carries harms and advocating for a full ban, which he claimed would stop people from using it.

Mir repeated the claim that jurisdictions that have introduced bans “haven’t seen major issues.”

He also said the push to ban flavoured vaping products was not “meant” to restrict choice “unnecessarily,” but to protect youth from products he described as “engineered specifically to attract youth.”

Mir did not respond to Juno News before the deadline when asked about Health Canada reports showing that 21 per cent of Canadians who quit in 2024 used vaping products, and about studies suggesting vaping is 95 per cent less harmful than cigarette smoke.

During the press conference, Mir was also asked about nicotine pouches. He said no studies were showing they reduce smoking, but later acknowledged there was one study that may suggest a similar effect to nicotine replacement gum.

“There’s actually no evidence that nicotine pouches help people quit smoking, none. There’s never been a randomized controlled trial that’s shown that nicotine pouches lead to a reduction in smoking cessation,” he said. “There’s one study that’s been done that’s demonstrated that they may help people reduce, but to no greater extent than regular gum that’s available as a nicotine replacement therapy product or placebo.”

He added that many of his patients have told him they are using nicotine products with levels far exceeding federal limits, often obtained on the black market.

Mir was not available when asked whether banning flavoured vapes would reduce use or drive more people to contraband and online markets, which he suggested pose greater public health risks.

A heated exchange broke out in the British Columbia legislature after MLA Tara Armstrong cited video footage of a chief calling for sexual violence against a university professor.

Armstrong told the legislature that a video had surfaced showing Chief Charlene Belleau, a member of the Esk’etemc First Nation, comments about rape directed towards academic and Indigenous issues author, Frances Widdowson.

“I wish that our people could grab you, drag you over to the Kamloops Residential School, put you into the basement, speak our language to you, beat you, rape you, hurt you, and maybe you’d understand,” Armstrong quoted Belleau as saying.

Armstrong then asked whether Premier David Eby agreed “that reconciliation should include Canadians getting beaten and raped” or whether he would “unequivocally denounce” what she called Belleau’s “vile and inexcusable threats.”

NDP Minister of Indigenous Relations and Reconciliation Spencer Chandra Herbert did not directly address the quoted remarks in his response.

“I think I know what the member is trying to do here. And that’s to further divide us over an issue which is very emotional,” he said, referencing the history of residential schools and children “taken away from their homes” who “were not allowed to return.”

“I’m not sure exactly what the member is referring to,” he added. “But I do know what she’s tried to do in the past, insisting that the bodies of children who died at residential schools should be dug up. Something that you would never insist in any other place in the world where the Holocaust or genocides occurred. That’s not how we do these things.”

Armstrong responded by clarifying she was referring to “one individual, not a group of people.”

“Chief Charlene Belleau… was openly bragging about uttering threats of sexual violence against a highly respected university professor,” she said.

Armstrong told the legislature that Belleau had received the British Columbia Reconciliation Award and the King Charles III Coronation Medal, the latter “on the nomination of our very own Premier,” and asked whether the Premier would call for those honours to be revoked.

Attorney General Niki Sharma rejected the line of questioning.

“This is a continuation of really quite terrible questions from this member about denying residential schools,” Sharma said, adding that Armstrong’s framing was “offensive in so many ways.”

“We cannot forget that the reason those two members are in the house right now is because of the party opposite. Because of those members that included that in their tent. And we have to answer to this stuff over and over again and it does harm to people,” she said.

The exchange ended without a direct response from the government on whether it would condemn the remarks attributed to Belleau or review her awards.

Armstrong told Juno News that “if the NDP will look the other way when an indigenous chief explicitly says she wants a university professor to be abducted, beaten, and raped, then the obvious question is this: will they look the other way if some deranged person actually carries out those wishes?”

She said that condemning threats “shouldn’t be a partisan issue” and that every elected leader should “condemn threats of sexual violence. No excuses. No exceptions.”

Widdowson has a different view. She told Juno News in an email that “Belleau’s comments were deplorable and reflect a double standard in the discourse.”

She said that Belleau’s comments were “not a threat” and that “she should have the freedom to express such horrible sentiments.”

For Widdowson, the real problem is UBC. “They have a duty to repair the damage and host an event on the unmarked graves,” she said offering that she and Chief Aaron Pete “, I would be happy to do this.”

MLA Spencer Chandra Herbert and Attorney General Niki Sharma did not respond to a request for comment.

A member of Alberta’s governing United Conservative Party caucus has introduced legislation to ban flavoured vaping products in the province.

Chelsae Petrovic, the UCP MLA, tabled Bill 208 on Thursday, which would amend the Tobacco, Smoking and Vaping Reduction Act to prohibit the sale of flavoured vaping products, despite data suggesting vaping is 95 per cent less harmful than smoking tobacco and was a leading tool used by Canadians who successfully quit smoking in 2024.

The bill would repeal section 7.41(1) of the Tobacco, Smoking and Vaping Reduction Act, which currently defines flavoured vaping products as anything subject to its regulations. The bill would define flavoured vaping products in the act itself instead of relying on those regulations, while leaving room for tobacco-flavoured products.

The section would be replaced with “Sale of flavoured vaping products prohibited 7.41(1) In this section, (a) “flavoured vaping product” means each of the following: (i) a single-use vaping product that has a smell or taste, other than one of the following, that is clearly noticeable before or during the use of the vaping product: (A) nicotiana rustica; (B) virginia tobacco; (C) burley tobacco.”

This Act would come into force one year after receiving Royal Assent.

Before seeing the bill, Juno News spoke with UCP staffers, MLAs and cabinet members, of whom many expressed concern over the bill, stating that it was “at odds” with the expectations of Albertans and contradicted public health data.

As reported by Juno News in January, Health Canada released a report noting that nearly half of the approximately 300,000 Canadians who successfully quit smoking in 2024 did so using nicotine replacement products, including vapes.

At the time, David Clement of the Consumer Choice Centre, an independent pro-freedom consumer advocacy group, told Juno News that multiple health bodies in Canada and Europe now say vaping is 95 per cent less harmful than smoking tobacco.

He also said a key concern driving calls to ban vaping products is youth use, which he said has been eased by a 50 per cent drop in youth vaping since 2019. He added that convenience stores are subject to regulations requiring tobacco and vaping products be sold only to individuals 19 years or older.

Canada pledged more than $120 million in new taxpayer-funded aid to Sudan on Wednesday, as the federal government joined other nations at a high-level conference in Berlin.

The announcement, delivered by Liberal Secretary of State for International Trade Randeep Sarai at the International Sudan Conference, comes as the civil war in Sudan enters its third year, with conditions continuing to deteriorate across the region.

According to Global Affairs Canada, taxpayer funds are needed because the conflict has triggered mass displacement.

The funding package includes roughly $94 million earmarked for humanitarian assistance in 2026, with funds to be distributed through international partners operating in Sudan and neighbouring countries such as South Sudan and Chad.

An additional $25 million will go toward development projects, including $18 million allocated to Save the Children Canada to support education programs for tens of thousands of children. Another $7 million will be directed to the United Nations Population Fund to expand services addressing sexual and gender-based violence.

The federal government is also committing $1.25 million toward peace and stabilization efforts, including civilian-led initiatives in conflict-affected regions.

While Ottawa framed the funding as part of its broader humanitarian commitments, the latest pledge adds to Canada’s growing list of international aid expenditures at a time when questions persist about government spending priorities.

Canada has been a significant contributor to global aid efforts in recent years, even as domestic pressures, including housing affordability and rising living costs, continue to strain federal finances.

Officials say the funding aligns with Canada’s international obligations and long-standing foreign policy goals, including its Africa Strategy, which emphasizes promoting stability and responding to humanitarian emergencies.

Conservative MP David Bexte and others tabled a bill to deal with long regulatory delays for farmers accessing products already approved by reputable regulators globally and to improve the competitiveness of Canada’s agricultural industry.

Bexte introduced a bill to allow Canadian farmers to access products already approved by reputable regulators in other credible countries or regions while maintaining Canadian safety standards during the final stage of approval.

Bexte introduced Bill C-732, the “Facilitating Agricultural Regulatory Modernization Act,” in the House of Commons on Tuesday, saying the farm act would be a “simple and practical way” to make life better and more affordable for Canadian farmers.

“For years, our farmers have been buried under layers of red tape rules that don’t make sense, delays that cost of money and barriers that keep them from using the same safe, proven tools that their competitors already rely on in the United States, the EU, the UK, Australia, New Zealand,” Bexte said in the House of Commons Tuesday. “Meanwhile, our farmers are told to wait, wait for approvals, wait for reviews, wait while their costs climb and their yields fall. That’s not protecting Canadians, that’s holding them back.”

The bill would cut delays in approving feed, fertilizer, seed or pesticide if it has already been approved by two or more “trusted jurisdictions,” so that Canada isn’t starting from scratch anytime it begins the approval process for a product its competitors have already approved.

The bill would make it so that if seed, feed, fertilizer or pesticides have already been approved in at least two trusted foreign jurisdictions, the minister or registrar would have to grant a provisional approval within 90 days of a complete application, unless the product was found non-compliant with Canadian law and regulations.

The bill doesn’t strip Canada’s own regulatory standards. Canadian regulators would still need to approve the product after a full evaluation, but in the meantime, Canadian farmers would have access to the products rather than wait years for approval while superior products are being used around the world.

“It creates a trusted system where products are already approved by at least two of our closest allies, and they can be made available to Canadian farmers within 90 days, not years. 90 days,” he said. “Safety remains paramount, and the minister will retain authority to step in if there are concerns. This bill gives ranchers in Strathmore the meds they need to keep their he

rds healthy. It gives potato farmers and Pei the inputs they need to produce more food.”

For pest control products, the bill would also require safety information that includes a material safety data sheet to be provided to workplaces where the product is used or manufactured.

For veterinary drugs, the bill amends the Food and Drugs Act so the minister could, by order, treat certain Canadian legal or regulatory requirements as already met based on a decision, document, or information from a foreign regulatory authority. The bill aims to open the door for Canada to rely more directly on foreign regulators in the short term for veterinary drugs.

Bexte said the act was written by a farmer and will not introduce any new bureaucracy or additional spending.

“That means stronger yields, lower costs, more food produced right here at home, and it means stronger rural communities. It means some relief for Canadians who are tired of watching their grocery bills climb higher and higher,” he said. “Canadian farmers are the best in the world. They need the government to get out of the way so they can grow food for families.”

Juno News has learned that Chelsae Petrovic, a United Conservative Party MLA, is introducing legislation to ban single-use vaping products in Alberta.

Petrovic, formerly a nurse, has not responded to Juno News’ questions about the legislation.

The Alberta Legislature was quietly given notice of Bill 208, the Vaping Reduction Act, in early April, and Petrovic is expected to speak publicly about the contents of her legislation in the coming days.

Juno News has not seen a copy of the legislation but has spoken to a half dozen sources, including UCP staffers, MLAs, and cabinet members. Many expressed concern that the bill was at odds with the expectations Albertans had of them and may run contrary to public health data.

Health Canada released a report in January estimating that 49 per cent of Canadians who quit smoking cigarettes used either a vaping device, e-cigarette, tobacco-free nicotine pouch, or other “nicotine replacement products” such as gum or patches.

The report notes that among Canadians who successfully quit smoking cigarettes in 2024, an estimated 21 per cent used vapes or e-cigarettes, 25 per cent used nicotine replacements, and three per cent used nicotine pouches.

The study stated that approximately 300,000 Canadians who smoked in 2023 quit in 2024, meaning 63,000 Canadians successfully quit smoking while using a vape product or e-cigarette.

The Consumer’s Choice Centre, an independent pro-freedom consumer advocacy group, is applauding the news and urging Canada to seize the moment and drop regulations that make these products less accessible to Canadians.

“Health Canada’s report is definitive proof that vaping is an incredibly useful tool for Canadians who are trying to quit smoking for good,” David Clement, the group’s North American affairs manager, said in a statement. “Prior to legal vaping, Health Canada estimated that Canada could reduce its smoking rate to 8.1% by 2035, but that with legal vaping, the 2035 target is now 5.1%. This is a huge win.”

Clement told Juno News in an email that multiple public health bodies in Canada and England now say vaping is 95 per cent less harmful than smoking, and the main concern about youth use is assuaged by the 50 per cent drop in youth use since 2019.

It remains unclear whether Petrovic’s legislation will receive support from Alberta’s governing caucus.

Alberta is rolling out a new digital hub aimed at streamlining trucking operations across Canada, with provincial officials arguing the initiative could lower everyday costs, reduce red tape and improve road safety.

In an exclusive interview with Marc Patrone for Juno News, Alberta Transportation and Economic Corridors Minister Devin Dreeshen said the province is introducing an online pre-trip inspection and permitting system set to go live this month.

The platform will allow trucking companies to plan routes in advance, secure permits more efficiently and avoid hazards such as low-clearance bridges.

“The idea is that Alberta wanted to lead on having a pre-trip inspection hub, essentially. So, using technology to help truckers travelling across the country to be able to access not just permits on time but also know the route that much better because, in Alberta and other provinces, there’s been an increasing amount of bridge strikes that we’re seeing—oversized trucks hitting bridges,” said Dreeshen.

“And we’re hoping that this hub will go a long way in helping pre-plan these routes, as well as just speed up the permit approvals for the industry so that governments can actually work at the speed of business.”

Dreeshen said the system is designed not just for Alberta carriers, but for trucking companies nationwide, with the long-term goal of encouraging adoption across multiple provinces. He noted that while no province has formally signed on yet, there has been early interest from Saskatchewan and Ontario.

“So right now, Alberta has created it and we have our Advanced Education Minister who is working with industry for the actual curriculum and how that Red Seal certification will actually look. We have some good intentions from Saskatchewan and Ontario that are looking to sign up, but none have officially yet out of the five. But we are still designing it and we’re still pushing the rock up the hill,” said Dreeshen.

The minister framed the hub as part of a broader push to modernize Canada’s trucking industry, including efforts to establish Red Seal certification for truck drivers. Such a designation would standardize training and qualifications across provinces, potentially improving safety and making the profession more attractive to new workers.

Beyond safety and labour concerns, the province is also pitching the hub as a way to ease pressure on consumers.

“Our hub portal actually had the Canadian Federation of Independent Business say that this should be able to cut down barriers by about 8%. So, obviously, trucking goes a lot into the cost of everyday goods that we enjoy every day,” said Dreeshen.

The minister also pointed to the potential for the system to reduce interprovincial trade barriers, an issue that has long complicated the movement of goods across Canada. He argued that technology can help bridge regulatory differences between provinces, even as governments continue to debate how best to harmonize rules.

At the federal level, Dreeshen said Ottawa could play a key role in supporting national standards and addressing ongoing enforcement issues within the industry. These include concerns about companies that evade regulations by reopening under new names in different jurisdictions, as well as tax policies affecting independent owner-operators.

The federal government is taking steps to curb the massive backlog of refugee and asylum hearings.

Immigration, Refugees and Citizenship Canada has begun issuing notices to approximately 30,000 refugee claimants, informing them that they may no longer qualify for a full asylum hearing under updated national laws.

The move follows the implementation of Bill C-12, a legislative effort designed to tighten eligibility and protect the integrity of Canada’s borders.

The backlog currently sits at nearly 300,000 pending refugee claims.

Immigration officials say the “fairness letters” serve as a formal warning that their claims do not meet the stricter standards required to proceed to the Immigration and Refugee Board.

While the letters are not immediate deportation orders, they provide a 21-day window for applicants to provide additional evidence or clarification regarding their status.

Many of those affected include individuals who lived in Canada previously but became ineligible after leaving and attempting to re-enter to reapply for status.

Some letters explicitly advise applicants to depart Canada voluntarily or face the risk of a formal deportation order.

The Liberal by-election campaign in the Ontario riding of Scarborough Southwest is facing heat after a new investigative report by The Bureau found that a convicted child sex predator was photographed with former NDP MPP Doly Begum in her campaign to represent the riding as a federal Liberal.

The report by The Bureau founder, Sam Cooper, unveiled, through analyzing multiple campaign photos, videos and CBC reports, in which Yusuf Ali Talukdur, convicted in 2010 by an Ontario Court for sexually touching a young girl under the age of 14, was photographed alongside Begum at several campaign events. The campaign has denied knowing about Talukdur’s conviction and said he does not hold an official role on the campaign.

The photos span from Begum’s campaign launch, and several subsequent videos and photos show Talukder in close proximity to Begum, and even feature him meeting with both Prime Minister Mark Carney and Public Safety Minister Gary Anandasangaree, and Liberal MP Salma Zahid.

Cooper further wrote that some of Talukder’s posts on Facebook, which predominantly promote Begum in the riding, include references directing readers to the campaign’s office and media comms team.

“The address, campaign email, phone number and voter-transportation messaging in Talukder’s posts matched communications used by the Begum campaign.

Neither the Liberal party, Begum’s campaign team, nor Talukder responded to Juno News’ requests for comment; however, as reported by The Bureau, the party and campaign indicated they were “unaware” of Talukder’s history. They also stated that these were public events and that Talukder did not have an official role in Begum’s campaign.

Talukder’s conviction is on the public record, and was reported by multiple news outlets, including the Toronto Star. The most recent article from the Toronto Star found that despite losing his teaching license, Talukder continued to work as a private tutor.

As reported in the media, the court documents reveal that Talukder groomed a young female student at the Islamic Dhaka Learning Centre in Toronto, with escalating sexual advancements, including sticking his hand into her shirt and touching the child’s breasts.

According to the court, when confronted by the victim’s parents, Talukder told them to punish him themselves and warned that if they went to the police, the “community” would think poorly of the victim.

Scarborough Southwest is one of three federal ridings holding byelections on Monday. With recent floor crossers, the Liberal government just needs to win one of the three byelections to secure a majority government in the House of Commons.

Scarborough Southwest is one of the two ridings considered safe for the Liberals.

As a potential referendum vote for Albertan independence looms, support for separation among residents has reached a five-year high, according to a new poll taken by Pollara Strategic Insights.

The firm found that 27 per cent of decided voters in Alberta would vote to leave the confederation, marking a seven point increase from December and a record-high over the past five years since Pollara began tracking the independence movement.

“Familiarity and impressions of Mark Carney and Pierre Poilievre are nearly identical to each other in Alberta,” writes the firm. “While Danielle Smith is better known than Naheed Nenshi, he enjoys a higher net impression rating.”

PSI noted that while provincial NDP and federal Liberal/NDP voters are “overwhelmingly against separatism” at 96 per cent, provincial UCP and federal Conservatives voters are split.

Overall support for Alberta separatism still “remains relatively low,” but rises to 42 per cent when you add in Albertans who would consider voting to separate as a way to “send a message” to Ottawa.

“Despite growing support for separatism, 84 per cent of Albertans are ‘proud to be Canadian,’ an increase from 2022,” it said. “Notably, 58 per cent of those who would vote to separate are still ‘proud to be Canadian.’”

PSI also found that the proposition of Alberta as an independent country instead of joining the United States as the 51st state has polled consistently higher over the past year.

Rural Albertans and UCP supporters were more supportive of separation, with 55 per cent UCP voters and 33 per cent of those who lived outside of Calgary and Edmonton in favour of independence.

Additionally, men between the ages of 35 and 49 were the most pro-separation demographic, with 30 per cent saying that Alberta should separate from Canada and become its own country.

However, several Alberta First Nations have alleged that Ottawa, Alberta and the province’s chief electoral officer failed to uphold treaty rights by allowing a potential referendum to take place.

The group is currently challenging the constitutionality of Alberta’s citizen-initiated referendum process in a provincial court.

“I think we’ve seen over the last few years some of the legislations that have been impacting our treaty, and Bill 14 really crossed the line when it comes to our treaty,” Sturgeon Lake Cree Nation Chief Sheldon Sunshine told reporters outside the courthouse on Tuesday.

Meanwhile, Stay Free Alberta, the group responsible for collecting signatures for a petition to qualify for a referendum on the province leaving Canada, said that it already has more than the 178,000 signatures required to trigger the vote.

Alberta Premier Danielle Smith has vowed to allow a referendum vote to go ahead if the threshold for signatures is met.

The Canadian Armed Forces quietly gathered information on Canadian citizens during the Covid-19 pandemic using personal social media accounts and informal online monitoring, despite rules that explicitly prohibit that kind of intelligence collection.

The military tasked multiple units without any prior training in intelligence-gathering, to aggregate data on fellow Canadians regarding their public opinions about the CAF’s domestic response to the pandemic to influence their future decisions.

News of the military exploiting the Covid-19 pandemic to spy on Canadians was first reported back in 2020 by the Ottawa Citizen and now more details have emerged from a report obtained by CBC News on what was known as Operation Laser.

The operation involved a series of covert data-mining exercises to sway public opinion that were said to be stopped in April 2o2o by then Chief of Defence Staff Gen. Jonathan Vance, with many surreptitiously continuing on for another six months.

According to the report, numerous senior military leaders were of the opinion that the pandemic presented a unique opportunity to experiment with various propaganda techniques on the general populace, while quashing civil disobedience.

One military unit involved was called the “Precision Information Team,” with the 4th Canadian Division in the Greater Toronto Area, who used their own personal laptops from home to review Twitter, Reddit, Instagram, Facebook and other websites to measure public opinion from citizens about the CAF without any oversight on their behaviour.

Information gathered exceeded what was asked of them by Vance nor was it deleted within the time frame that was required.

“These products were intended to provide information to commanders regarding possible protests, disruptions and other activities which could impact the conduct of CAF’s Op LASER mission, or which could pose a force protection risk to nearby CAF facilities or personnel,” reads the report. “Nevertheless, in some instances, the scope of analysis exceeded that which was necessary to answer these questions and a clear nexus between the products and the requirements of the mission was difficult to discern.”

A separate military unit collected political discourse around Covid-19, including statements from private citizens shared online by creating social media accounts to “monitor key regional actors” as well as using their own personal accounts.

Additionally, not all information collected was reported and all three military units involved failed to use tools which would have concealed their identity, potentially exposing the CAF’s vulnerabilities pertaining to confidentiality.

In 2020, the National Security and Intelligence Committee of Parliamentarians urged the federal government to introduce legislation to govern the CAF’s defence intelligence activities, including what information it’s permitted to collect about Canadians.

However, none of the committee’s recommendations were ever implemented.
